To all CIRA Registrants,

The purpose of this email is to notify you of some VERY IMPORTANT CHANGES to the 
Registrant Agreement. These changes will apply to you and your dot-ca domain name 
registrations as of June 5, 2003.

The Canadian Internet Registration Authority (CIRA) is the corporation responsible 
for operating the dot-ca domain name registry. As a dot-ca domain name registrant, 
you entered into a Registrant Agreement (the "Agreement") with CIRA when you 
registered your first dot-ca domain name. The terms of this Agreement apply to all 
your current and future dot-ca domain name registrations. 

In the event of differences between the summary below and the text of the amended 
Agreement, the text of the Agreement will govern. 

SUMMARY OF CHANGES

1.	The Registrant Agreement allows CIRA to notify you of changes to the 
	Registrant Agreement that apply to domain name registrations by giving 
	you notice by email and posting the changes on CIRA's website. The changes 
	will not take effect until the later of least thirty (30) days of posting 
	the amendments on CIRA's website (currently at http://www.cira.ca) and 
	thirty (30) days after CIRA gives notice of such amendment to the Registrant 
	and the Registrant's Registrar. (See section 10.1 of the Agreement.) 
2.	The Agreement has been amended to include, for the sake of clarity, 
	definitions such as, "Account Information," "Activation," "Authorized 
	Signing Representative," "CIRA Elections," and "Meetings" (See section 1.2).  
3.	Certain obsolete language has been deleted and some grammatical and 
	typographical errors have been corrected throughout the document.
4.	You are no longer permitted to transfer the Domain Name registration to 
	another registrant or change your Registrar of Record for thirty (30) days 
	from the time that the registration was activated, as defined in the Agreement 
	(see section 2.2).
5.	The Agreement clarifies that your Registrar has the ability to change the 
	contact details for your administrative contact at any time, without having 
	to go through the Change of Critical Information process, as set out in 
	section 8.3 of the Registration Rules (http://www.cira.ca/en/doc_Registrar.html) 
	and as amended in the "General Registration Rules", PROVIDED you have consented 
	to this and granted this authority to your Registrar. (See section 2.6).
6.	Your Registrar may request CIRA to cancel your Domain Name registration within 
	seven (7) days of its activation, without your consent. 
	(See sections 2.6, 6.2 and document entitled "Cancelling a New Registration Request 
	Policy, Rules, and Procedures" (Version 1.0 - Effective Date: June 5, 2003)).
7.	Your Registrar may cancel a renewal term for your Domain Name registration, 
	if the renewal term has not yet commenced. (See section 2.6 and document entitled 
	"Cancellation of Renewal Request policy, Rules, and Procedures" 
	(Version 1.0 - Effective Date: June 5, 2003.)).   
8.	The Administrative Contact's role in relation to the Registrant has been clarified.  
	For example, the Agreement has been changed to state that all CIRA notices to you, 
	the Registrant, will ONLY be sent to your administrative contact email address, 
	as listed in the Registration Information for the respective Domain Name Registration. 
	(See section 2.7 and 2.8).
9.	Also, certain limits to the authority granted to your administrative contact have 	
	been imposed. For instance, your administrative contact is no longer permitted to 
	vote for you.  As an individual Registrant, only the individual is permitted to 
	vote at any CIRA elections and attend and vote at any CIRA members' meetings.  
	When a Registrant is not an individual, someone in the organization who is a 
	full-time employee and who has the authority to vote or has signing authority, 
	that is not limited to CIRA Elections or Meetings, may vote during a CIRA board 
	of director election or attend and vote at a CIRA members' meeting.

10.	It has been now explicitly stated that it is your obligation to ensure that all 
	fees payable to the Registrant's Registrar have been paid when they are due. 
	Failure to pay the applicable fees to your current or former Registrar may result 
	in cancellation, by CIRA, of your Domain Name registration. 
	(See sections 3.1(n) and 6.4).
11.	Also, the Agreement makes it clear that you are now also subject to the terms and 
	conditions of the use of CIRA's website, as set out in the Legal Notice on CIRA's 
	website (www.cira.ca) (see section 3.1(o)).
12.	The Agreement has been modified to clarify what information can be used by CIRA on 
	the WHOIS search.  (See section 4.1).
13.	The Agreement now clarifies that CIRA has the right to restrict your use of your 
	Domain Name in accordance with applicable CIRA Policies, Rules, and Procedures 
	(see section 6.1).
14.	The Agreement has been amended to include situations where termination of the 
	Agreement may occur if you amalgamate, change your name, or ceased to exist as 
	the Person listed in the CIRA WHOIS database (see section 6.16(d)).
15.	The Registrant notification process for changes to the Registrant Agreement has changed 
	to indicate the CIRA is only required to send you notification that their have been 
	changes to the agreement and not provide a summary of those changes to you. Instead, 
	CIRA may send a notification to you that contains a link to a page on CIRA's website that 
	provides you with a summary of the changes and access to a copy of the amended Agreement.
