It is very desirable to have fora (mailing lists, physical meetings,
etc), where registries met and discuss on issues like technical
matters (anycast, IDN, nameserver software, etc) or legal/political
matters (contracts, privacy, IDN, UDRP, etc). Wether the ICANN is the
appropriate umbrella for these discussions is another matter.

There are already several such fora, which are completely independant
of ICANN. The CENTR <URL:http://www.centr.org/> for the European ccTLD
for instance. Or ad hoc mailing lists such as idn-reg-policy
<URL:http://www.imc.org/idn-reg-policy/> for IDN registration.
