RE: [ga] Ignoring the Rules


Michael,

Does the fact that there are possibly some procedural items missing from the
Interim Report prevent anyone from commenting on what is out there?  I am
beginning to believe that you all love to argue about process and when it
comes to substance, you are all speechless.

If there are any items in the report that are missing, let me be the first
to apologize and say that we will take steps to correct it.  

Now that that is out of the way, can anyone comment on the substance of what
is there?  (This is plea #2)

If it's supposed to be in the interim to spur comment and discussion, what
is served by putting it in the final?  Other than creating a misleading
impression of debate?
