Can you let me know what law says that?

As for the rest of your questions about the irww.com, perhaps you
should direct your questions to their registrar, which, according to
whois so I presume you know this already), is enom, a wholesale
registrar who providers services through resellers, so it is probably
a good assumption that irww.com is also a reseller of enom.

Since mailing an advertisement is not unlawful, I really do not know
what your complaint is.  Many companies online do not provide full
contact details.  If you feel insecure by that, then simply do not do
business with those companies.
