[ga] Petition to the Chair

Dear Mr. Roessler,

I continue to be disturbed by the persistent refusal of the Chair of the NC 
Structure TF to discuss the restructuring proposal voted upon by the GA.  Mr. 
Sheppard once more writes:  "The task force will consider proposals made to 
the Board before 31 January 2002. To date the only proposal formally made to 
the Board is the ALSC."

The GA tendered its proposal long before the date cited, and the Chair of 
this TF still refuses to acknowledge this proposal.

In your capacity as Chair, may I ask you to convey to the Council the 
sentiment that members of the GA are equally members of the DNSO and 
accordingly have the right to have their issues considered.
