Harold and all assembly members,

  You hit the nail right on the head Harold.  VGRS is going to implement
WLS whether the stakeholders want/like it or not.  It's really just that
simple.
The only real question remaining is when...  And BTW, the ICANN BoD
and staff will likely either endorse WLS or turn a blind eye...
