Thank you for your thoughtful response(s).

The DNSO should not need to pay for the service:  it should be donated.

It is probable the DNSO needs some financial assistance/fund raisers.

"They" would be the folks responsible for the decision making processes for 
the DNSO which does not include the members of the GA; but rather their 
representative and the representatives of other constituencies, and other 
folks, as you are aware.

I seriously doubt any ISP would pass on the opportunity to provide 
conferencing services to the DNSO.
