[ga] European Root ...

There seems to have been born recently a European Root from a marriage
of German and French netizens.

Now don't look upon this as a further splitting of the DNS. As far as
I have been able to see, the one server up so far faithfully follows
ORSC. 

For the record, I have nothing to do with it :-)
