Actually, did you know that ICANN could join the TLDA as a representative of
the
USG (if the USG wants them to be their representative)? The USG is a TLD
holder -
they hold COM, NET, ORG, MIL, GOV, EDU and US.

ccTLD holders by the way are automatically accepted as members. (TLDA has a
few
ccTLD holders as members).

NeuLevel and Afilias can join as well. Even though they hold colliding TLDs,
they
are still welcomed as members.
