I am not at all surprised that our list moderators are dropping out.

It is a task that nobody in his right mind relishes. Damned of you do, 
damned if you don't.
The duty (and right) of banning Assembly participants for unacceptable 
behaviour rests on each one of us.
Only an ostracism by the majority of the participants here gives it the 
necessary undisputability.

The best way of enforcing list rules is allowing the list monitors to 
register complaints and putting up the names of the "candidates for 
banning" up for a democratic vote.
Offlist and on the web.

I am willing to continue this thread on GA-rules.
