[ga] Nomination Process

Having received a number of comments from the membership expressing a desire
to use a nomination process to select a representative from the General
Assembly to join the Names Council's Task Force that will be dealing with
the Individuals' Constituency issue, and finding no legitimate reason not to
support such a process, I am asking our DNSO Secretariat to make the
necessary arrangements.
