suggested addition to the election rules:

In the proposal, the Secretariat runs the whole election machinery, so we 
are dependent on the Secretariat having the necessary resources available.
There is no sense in starting an election if the mailservers handling the 
elecction are known to be down for 3 days at the same time, for instance...

I consider the "pre-gathering" of names that we are doing now a Good Thing; 
it will make the process of gathering nominees much quicker once the formal 
process starts.

Note: The NC has decided that it wants to have exactly the same process as 
last year for the "formal" selection - this procedure will run in parallel 
with the "official" procedure.
