  You can't reasonably guarantee what you suggest here and adhere to the
ICANN Bylaws as well as the White Paper or the MoU as you suggest
here Roberto.

  All polls have repercussions of one variance or another, this is a
political
fact that must be understood and lived with, pro or con towards the wishes
of ICANN or the ICANN Board.  It is true that there should be clear,
concise,
open and democratic voting procedures in place.  That is a given.  There
must
also be oversight by a neutral third party for those procedures and redress
procedures as part of those voting procedures should the outcome be
challenged.
