I disagree - if the By-laws allow it - it is not by-passing but playing by
the "rules". This situation is not limited to ICANN / DNSO

The NC has the bylaws-mandated responsibility for electing the Chair
of the GA.  Trying to circumvent that responsibility by gaming the
nomination process is a counter-productive waste of time.
