This can be true, I think. If the ISPs that are with new.net make
their nameservers authoritative for the new.net TLDs, while depending
on the DoC root for the rest of the namespace, the above is accurate.
They don't need any root service for the TLDs they are authoritative
for. Just the same as that my nameserver will not ask any root-server
or gtld-server for information to locate schneiders.org. It already
knows from its own zone files. Still I find it a mere play with words.
In fact new.net creates just as much an augmented root as e.g. the
pacific root or alternic.
