No, they don't have to if someone simply asks.

Otherwise a registrar could virtually bankrupt his competitors by
hiring people to challenge registrations all day long.

I imagine this will only result in obviously false data being
challenged.  Other false data will probably only get challenged and
verified when there is some other factor involved, such as a pending
lawsuit or some such.

This is of course my own opinion only, but the letter clearly does not
say that a registrar must authenticate every piece of data, even if
someone challenges it.
