[ga] alternative roots

This is the passage that got to me:

This authoritative root sounds like a great setup - using community-based
processes, and applying "tests of community support and conformance with
the public trust"... Now, where can we access this root instead of ICANN's
being subject to ICANN's "insular motives" and disregard for the public
interest? ;-)
