The answer is that it is difficult. That is why the Inclusive Root community
tries so hard to avoid collisions.

It is nice to see new or emerging products and services that work toward
solving the technical aspects related to the alternative root controversy.
However, how can this technology solve the consumer confusion questions when
say 40 different alternative roots represent a similar altTLD extension?
How can the confusion problem be productively managed and consumers
protected against chaos?
