  Well I think that this is a very loose interpretation on Louis's part.
He should know better.  ICANN inherited the the previous problems
as a matter of course really.  As a matter of law this could also be
argued, as Louis of course knows or should know....

  Yes the Races.com situation was initiated before ICANN's existence
but is now on ICANN's watch so to speak.  This is just allot of BS'ing
on Louis's part again.

  Exactly why the previous Domain Disputes were at this point ICANN's
responsibility.  If you except the responsibility, that you have an
obligation to carry it out.  Seems like Louis, is trying to skirt that
obligation.  However I for one am not surprised.

  Well the ICANN BoD and General council thinks it doesn't anyway,
or shouldn't.  Others mileage may vary however....
