I disagree.  I think it is imperative that we enforce the rules.  First, if we suspend for the NCDHC we will be obliged to do so for the other constituencies in arrears.  Second, the failure of those in arrears to pay up is causing great concern within my constituency.  Many of our members wonder why the IPC should pay their dues in order to participate when at least 3 other constituencies are allow to participate and are in arrears for several years.  Without the appropriate fiscal responsibility (i.e., enforcement of the existing rules), the DNSO, or any other group for that matter, cannot continue to exist.

The timetable leading to ultimate vote suspension for the non-commercial constituency due to non-payment of fees is approaching. The Budget Committee was scheduled April 24 to give a recommendation to the NC on a response to the constituency's "show cause" replies.
 
In view of the enforced re-scheduling of that Budget Committee meeting I propose to the NC that we agree there will be no suspension of the non-commercial constituency's voting rights until the Budget committee holds its next meeting and makes a recommendation to the NC as a whole.
 
Please let me know if you disagree with this proposal.
