It should be noted that the "public comments" include the NCDNHC's 
comments (or "minority report"; comment #1), a reply from the gTLD 
constituency to the Business and Non-Commercial Constituencies' 
minority reports (#5), and a collective statement by some members of 
the DNSO General Assembly (#4).
