Paul and Philip and all,

I believe we are in procedures here, not substance,
the NC members are concerned by, and do warn against speculation.
They are confident in each other.

My outsider understanding of comments from the NC meeting was
it was felt appropriate to send a text of press release to the NC
list before it goes to press. Not for re-edition, but for information.

Also, the DNSO NC communique is better, probably, to be released
by DNSO, on the DNSO web site. If DNSO has to exist and the NC as well.
If the NC is to have an effective voice in the ICANN process.

| Philip, this was indeed my understanding. Both Philip and I appreciated the
| responsibility the NC members had placed upon us and we took additional time to
| make sure it was correct, both legally and in accordance with our understanding
| of the NC Tel Conf briefing.

| our briefing during the call??
