Non, IRC is not an obligation for this voting.

I do not have practice on the IRC by myself, but saw people using it.
I will catch with that tool as soon as I have few hours free.

It is a nice system allowing parallel email-exchanges, with
different persons simultaneusly connected to the IRC server.

If you have only one phone line, and you use it for email
connectivity, then you cannot use it for voice. You need to disconnect,
discuss strategy with your collegues, then reconnect and send
an email with your vote.

The chat allows you to have many windows on your screen, one
for email, one for parallel discussions about strategy. You do
not need to call, disconnect, reconnect.
But you suppose that many NC members are following chat.

I believe that today the NC members are not all well skilled in this
tool, you are not alone.
I will be on telecon with the first line, have a screen and read votes,
and will collect "voice votes" from those
of you being away of your email connection but with voice telephone.

Those using chat will have email connectivity, therefore able to vote
by email.
