 not sure I will succeed.

In fact, as Richard pointed out, a seond reading of Elisabeth's last
compiled proposal leaves little doubts aobut the mechanis. It is
complex, indeed, but simply because it tries to deal in a single page with

* the elecoral mechanism
* the timescakle
* alternative timescales for worst-case scenarios
* methodology for the roudns (that can be differnt)

If you tryto sort out the diffent issues it is really difficult to get confsed.

Lety's start with the electoral system itself.

In fact there are FOUR steps:

A) Iniatl round with three votes each.

The advantages have been explained: good candidates are not eliminated
because of strict loyalties. A clear "poll" is offerd to veryone as to
the relative support of each nominee, so it favours realignments and
saves times.

As for why this round cannot elect the FIRST  director, it is a simple
fact that electing one person by simple majority when ech voter casts
multiple vots is impossible. Please ask Dennis or Elisabeth for more
details, or read my previous e-mails on the subject.

So, this is sort of an "hors d'oeuvre. We simple take off the
successive balots the nominees with no or absolutely marginal support,
and go on got "the real election.

A) Elections.

Three elections, one director at a time. First candidate gets the
three uears seatm the second the two years seat and the third gets the
one year seat.

Each election goes with trhu multiple rounds, convention-style, as
Andrew expressed. Each member of the NC has one vote (again, ask
Dennis or Elisabeth there in Warszaw why multiple vote is not possible
here, or re-read my previous e-mails). After each round the nominees
with less suppprt get eliminated. And e go to the next round, as many
times as we need to get 10 people or more voting for a given nominee.
This one is elected.

C) Elections, take 2

All the nominees form the same region as the elected director get off
the ballot. And we start again with the rest of them to elect the
second director., Same method, smae multiple rounds with one vote each.

D) Electios, take3

All nominess form the same region as the one elected in the second
place get also eliminated. Obnly nominees form he remaining three
regions still without a seat remain there (indeed, those who got some
support in the inital roundwhere each oe casted three votes).

We go again thru rounds, eliminating each time the nomineee with less
support gets eliminated. Until we glt the third director.

At the end of the process, we got three directors, form differnet
regions, with the support of the majority of the NCeach one.

This is at least what I got form the proposal. Please help me find
where I am wrong. 

But, if i am correct, this is not that complicated at all.
