My son asked me the other day which type of government was most successful.  I answered with the question, "from whos point of view the governed or the government?".  Fidel Castro's reign in Cuba is extremely successful in that he has remained in power for so long.  There are many examples of success from the point of view of the governed.
My reading of the foundational mandates for ICANN make it clear that ICANN is to be judged from the point of view of the governed.
All of the references stemming from Ms. Swineheart make it clear that she believes she should be judged from the point of view of staying in power the longest.  Her positioning is antagonistic toward the bottom up, Stakeholder representative form of governance as set forth in the bylaws and articles.

The situation is becoming crystalized. Persons who will not follow the clear letter and intention of the rules of ICANN should not remain in a position of trust.

It should be noted that archives do exist for the review comments list, however they're not listed on the "all archives" page of the dnso.org site. They can be found at http://www.dnso.org/dnso/dnsocomments/comments-review/Arc00/ .

I'm still somewhat bemused by the announcement:

"Please note that the comment-review@dnso.org list is completely open
 and as such subject to spams. All comments sent are approved manualy,
 therefore delayed."

since I can't recall anyone else calling a moderated list "completely open" before.

It's heartening that the first substantive comments on the report were posted by members of the WG.
