It hasn't gotten to that stage yet. The exercize of control over the
ccTLD registries by national governments (in collaboration with
ICANN and its GAC) is just now being asserted. Once the national
governments succeed in establishing their auhtority (if they are
permitted to succeed), then they will start using it to make rules
for the registries' operations, which could easily include decisions
about who has the right to register a domain. After all, that is
implicit in the GAC Principles.
