Unfortunately, there is no URL. The negotiations are being conducted
between Dot CX, the new registry for .cx, Christmas Island's ccTLD,
and the Australian Government, with the Shire of Christmas Island
(the local government) as an intervenor. I have been peripherally
involved, writing comments on Dot CX's reply to NOIE's letters (NOIE
is the Aussie Gov.'s Internet agency). What I can tell you is that
it is sure to be a precedent-setting test case, in which the
Commonwealth is claiming sovereignty over the territorial ccTLD, and
that they base their case on the GAC Principles, which they
interpret as international law (and state as much).

All ccTLDs are affected by this. The GAC is the tail that wags the
ICANN dog, and, once they have succeeded in gaining control of one
or two ccTLD registries, will attack all the others. This plan is in
full swing.
