Dear Joana,
I am really sorry I have constantly to correct you. There is no personnal 
intent.

But you decide that a consensus is a vote of 2/3 because 18 people out of 
200 or more at that time were polled.
They represented 62,069% of the voters .... ie less than the necesssary 2/3 
(66,66%) for it being a consensus among themseleves ... according to  them. 
And probably less than 10% of the Members....
