citizen - 3 US a civilian <square box character thing> citizen of the
world - a person who is at home anywhere

suffrage - 1 a the right of voting in political elections (full adult
suffrage). b a view expressed by voting; a vote (gave their suffrages
for and aginst). c opinion in support of a proposal, etc.

Yes, I believe that my use of those terms, given the meanings as listed,
from the Concise Oxford Dictionary, is appropriate in this context.

If an Internet community exists, then, a member of the Internet
community, is an Internet citizen (netizen, to yuppies), and, for that
person to have a say in the running of the Internet, to be able to be
heard, by expressing opinions, and, voting, then, that is suffrage. Just
ask the people who get voted out - we have suffrage, they have the
sufferring of losing their positions.
