I second this suggestion, too.
 
Due to pressed time given by NC, this group has been driven a bit crazy,
without proper formalized procedures.

It will force this group to finalize its own charter finalization which
confirms its own membership structure and voting members and 
non-voting members(such as NC or Board members can be) with
resonable timetable.

Any suggestion on further procedure formalization?
