A couple of points:

1. Formalized procedures of discussion were not tried in the GA while I
was there.

2. "Consensus" mechanisms as I define them are the absence of mechanisms
to require counted votes when any member objects to the chair's finding.

3. As for people who don't participate - there's no system to handle that
except by the appointment of entities or people that are effectively
guardians.  I personally find that to be an extreme step, particularly in
the absence of until fully open procedures that allow everyone to fully
participate.
