[wg-review] Ten Topics of Review WG

Thus far, we have not considered each of these sets of questions in 
anything even approximating a systematic way, and I propose to the Chair 
that we now organize to do so. Is there a "point of order" system? The 
email list format is unstructured enough without random, unlabelled 
thoughts cluttering our inboxes. At this rate the election process will 
sideline us into complete dysfunctionality.
