This is a slight overstatement - the motions were made to develop 
sub-working groups to discuss them, but I'm assuming that the intent is
to 
create them.

I thought the motion (at least the one I seconded) was for "specialized TLDs", not chartered TLDs.  I see chartered TLDs being a subset of specialized TLDs.
