It is a bit more complicated than that.  The ICANN bylaws (Article
VI-B Section 2(b)) *require* that each working group have at least one
representative from each constituency.

And furthermore, that representative can't be just anybody from a given
constituency, rather, that person must have been selected by that
constituency through a process of nomination of some sort.

In other words, each constituency must make an explicit designation of
its representative to each working group.

It is therefore possible for a constituency to block a working group by
withholding the nomination of its representative.

Again, under VI-B 2(b), it says pretty clearly that working groups are
"bodies of the GA".  As such, it seems to me that it's either up to
the GA to say or, alternatively, that the door is open to anyone who
could be part of the GA.
