[wg-d] committee D charter

All,

This is what has been sent out to the ga list, announcing that the charter
for Committee D is posted.

The charter divides the areas of work into two -- procedures and business
plan. All are welcome to participate in both, or one. Likewise, the
committee members will need to nominate and select a co-chair. All this is
summarized in the charter.
