Just like ICANN Accredited registrars cannot accept a registration for a
com/net/org domain name that has not yet become available, but might later,
CORE and IOD should not be able to come into this with pre-existing
registrations of any form.  If they want to participate in new gTLDs, its a
clean slate or not at all.
