Unfortunately, unless you remove .com, .net, and
.org (not to mention .edu), this would more than
likely be an unfair restraint of trade (to my non-lawyer
thinking). It would certainly be unfair, given that NSI
has enormous branding value in .com, and this
would be denying new competitors the ability to
select a TLD that could have any chance of
competing with that branding power.
