It is not a 3166-1 symbol, but a new species of regional
generic TLD.

It's worth noting that this result was actually specified
in the very first known European policy document relating
to DNS. It was a EU Green Paper entitled "Towards a
European Numbering Environment," released in 20 Nov 96.

It's little known in the Internet world because
it was largely directed toward telecoms numbering; and
the sections on Internet policy were overlooked. See
