I don't think I've broken the two postings per day rule.  Let me comment on 
this posting:

I am admittedly unsure of my ground on this issue.  I read somewhere a long 
time ago that NSI was granted the original contract while it was a 
"minority controlled business" (perhaps "minority controlled business").  I 
do not know whether there was a minority preference granted at that time.

I certainly don't want to be labeled sexist or racist, I  accept the 
situation as it was at that time.  However, with the entry of SAIC two 
years later, do the same parameters still prevail?   Would the change of 
ownership tilted in the direction of re bidding the contract?  If SAIC is 
*not* minority owned, does that alter the equation?

Does anyone know?  I sure don't -- and freely admit it;-)
