Neither should it be overlooked that the significance of not voting
varies between cultures.  In Europe, especially, a low voter turnout
is imbued with much greater significance than it is in the USA.  In 
the States, LVT is seen as evidence that the outcome is preordained
and/or the voters don't care.  In Europe, it's as likely to be seen as
evidence that the voters are disgusted with the whole process,
possibly as a precursor of fundamental change.
