Currently ORSC, for example, has a process by which they decide which
zones go in the "superroot" (or whatever).  That is, ORSC is seeking
to replace IANA -- IANA is the entity that makes those decisions. 
eDNS, for example, set up a council to decide who should go into the
root.  It was replacing IANA with its council.  Etc, etc.  There are
several examples... AlterNIC sought to replace IANA with the 
authority of Eugene Kashpureff or whoever deciding who went into 
their root zone.

*Every* "alternate root" effort is trying to replace IANA with their 
own authority for what is in the root zone.
