OK.  You've moved from asserting that the problem was a machine to claiming 
that the design of the protocol is flawed.  The first claim was factually 
incorrect.  The second has the benefits of about 15 years' hindsight.

But the fact is that the current system behaves the way it behaves.

There is, of course, nothing wrong with pursuing enhancements.  When those 
enhancements have been designed, standardized, implemented and deployed, 
then we can make changes to the system behavior.

Not until then.
