Dear Ken:  Not to put words in your mouth, but are you saying that no 
Registry, no Registrar and no Registrant own a given domain, TLD, SLD, 
tertiary LD ad infinitum?

If so, few have made this proposal.  I did almost two years ago, but it did 
not start a thread at the time.
