Using the same reasoning, I suggest that we should submit our
report to a fully-formed Names Council, and not the preliminary one
now seated.

This does not necessarily mean an additonal delay.  There has 
already been the suggestion that there will be a permanent NC by
this date.  It merely imposes another constraint on the submission
date.
