You exagerrate the issue.

I would trust that the NTIA would select a suitable candidate who can
handle the job. 

I also don't think that job would be terrible difficult.  After all,
they have trusted VOLUNTEERS who operate the root-servers for this
stability up until now.

So again, spare us the over dramatizations.  The problem isn't that
difficult, and anyone who has admined a large zone can tell you that.
Sufficient money would make sure of it.
