Karl and all,

  Karl, I have a bad feeling that you are likely correct in your interpretation
of the before mentioned Resolutions coming from the Berlin ICANN
meeting's.  The language used, leaves the acceptable applications
language completely in the hands of the ICANN Interim Board and
it's yet to be named/elected President.  This runs contrary to what
a true constituency really is by definition.  It appears that what the ICANN
Interim Board is attempting to do is preempt any constituency to fit
a narrow view politically.  Again this is both disingenuous and contrary
to what a constituency really is.  This goes to my contention that
Constituencies are divisive by nature and design.  Hence they should
NOT have been part of the DNSO in any fashion.
