[announce] Vote for Rules of Order for the Mailing Lists

On the request of GA' Chairs the Secretariat is initiating today
the General Assembly vote for Rules of Order for the Mailing Lists.
All subscribers to the Voting Registry, 252 persons, will receive
ballots shortly.
