[registrars] Rules Call

We had a call this morning with a number of registrars, but only managed to discuss the draft of the Policy and not the Rules.  Accordingly, a second call has been scheduled for Tuesday, September 28 at 9:00 am to discuss the Rules.  The teleconference information is as follows:
