It is my understanding that the agreement between CNNIC and Neu* is
exclusive -- at least, that is the way I left it in Dec '01. I've not
paid it any attention since, so if an ICANN Registrar can directly,
without Neu* participation, conduct transactions against any part of
the .cn namespace, a correction would be appropriate.

With that preamble, Neu* presentations are not "on bahalf of" CNNIC,
but presentations concerning a Neu* exclusive property.

The role of CNNIC in the ICANN-i-verse -- funding, contracts, etc., is
one thing.

The role of Neu* is the ICANN-i-verse is quite, quite different.

To the extant that a rule-bound actor is moving revenue "off-shore",
the financial obligations to ICANN for that moved revenue must be met.

Operators that evade this basic cost of business, if any, are infra dig.

I'll pass on the "in full support of" bit, I'd be happy with the Union of
ICANN Dynamiters, as a luncheon host, if they were financially responsible
with sound business fundamentals.
