[registrars] Seconds

Not sure if this is necessary or not per the new bylaws and elections
rules (one would think that I actually read what I was transcribing) but
I would like to second the nominations of Elana and Paul. I think they
would both be excellent additions to the ExComm - both have certainly
shown the willingness to make an investment in the well-being of this
constituency.
